The swing arm hydros (2 using a swing chain) moves good, but will only travel from about 10-2 o'clock. It can be moved the rest of the way by hand. In both cases, there is no strain on the hydro pump. Things just stop.

The head probably didn't catch it too badly, since the lower end would have locked up sooner. The cam would have gotten beaten up a little. If it got too hot, it would have to be replaced or heat treated and reground.

I've simplified a bit. On this particular tractor there was some issue of the ignition switch being cheap and the wiring running through the dash causing problems.

Well since an 850 is a 1955 to 1957 tractor yes that solenoid could be part of the problem. While the 3 wire solenoid may not be correct it will work just fine.
