It sounds like it's just starting to open but then it's sticking. It could be plugged or have a broken-off piece of o-ring in there. You will likely have to take it apart and clean it out and replace the o-rings at the very least.

If your valve is like the ones on the 1845's I have worked on there is a detent arrangement on the raise/lower side of the valve. I have seen where these can get rusted and filled with mud and not work.
